The objective of the investigation was to find out the reasons that the Colombian government has for not ratifying the Kyoto Convention in its initial part, which seeks to harmonize custom regulations on international business. In the same way, the reasons for not ratifying the Kyoto Convention in its amendments and additions of 1999 regarding the management and conservation of the environment and ecosystems. Through the analysis of documents published by different universities and research centers, it was possible to verify that the Colombian government in the last five decades has not ratified the Kyoto Convention or the amendments of 1999. The results found showed the lack of clarity in the Colombian government for the application of international treaties and agreements that facilitate national citizens and international investors to carry out procedures and obtain validity in their actions applicable to international regulations; in the same way, the lack of assessment of government entities to the treaties, international agreements and conventions was evidenced.
